Care to Learn provides non income-assessed support for childcare and associated travel costs to young parents of up to £160 a week (£175 in London) to enable them to complete their education, gain qualifications and enter employment. The Department for Education (DfE) is proposing to change the Care to Learn scheme, which Platform 51 strongly opposes.

Research has shown the scheme to be crucial in allowing young parents to continue their education and has an important role in reducing the numbers of young parents who are not in education, employment or training (NEET).

In our view the possible impacts of the proposed change to Care to Learn are: a reduction in the participation of young parents in education or training; a postcode lottery of support; unjustifiable administrative costs; an increased risk of child poverty amongst teenage parent families and a reduction in the chances of social mobility for young mothers.
